[CI][R] Build libarrow is failing for Linux arm64

The 'build libarrow' step has failed for Linux arm64 within the Crossbow action (such as here), preventing nightly R builds being published.

Specific error is occuring during docker build:

Thanks for reporting this, looks like #50125 updated the architecture but missed this by accident
